Summary of Duties:

Under the direction of the Director, Finance and Budget the incumbent will be responsible for the regular reconciliation of all the Municipality Bank Accounts and reports relating to these accounts on a monthly basis. Ensuring that all matters of this area is well in keeping with the standards and regulations outlined in the FAA Act.

Qualifications and Experience:

  • AAT Level 1 or ACCA-CAT Level A; or
  • Certificate in Public Administration/Management Studies (UWI) or Diploma in Business Administration from a Community College; or
  • Certificate in Accounting/Diploma in Business Administration from a recognized University; or
  • Government Accounting 1 Modules 1-5; or
  • Completion of first year in BSc. in Accounting/Management Studies at a recognized University; or
  • Completion of first year ASc. in Accounting at MIND.

Specific Knowledge, Skills and Abilities:

  • Working knowledge of the FAA Act and the Local Government (Financing and Financial Management) Act
  • Working knowledge of relevant computer systems and applications relating to the maintenance of financial control and accounting records
  • Ability to prepare relevant accounting documents
  • Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.
  • Knowledge of office practices and procedures, office supplies and equipment.
  • Knowledge of techniques commonly used in locating errors in accounting records.
  • Knowledge of generally accepted auditing principles, procedures, and practices.
  • Knowledge of governmental accounting and budgeting principles and procedures.
  • Ability to collect and organize accounting data, interpret its significance, and prepare accurate financial reports.
  • Ability to maintain records and prepare reports and correspondence related to the work.
  • Ability to communicate effectively with others.

CORE RESPONSIBILITIES:

  1. Reconcile all bank accounts of the Municipality.
  2. Prepare schedule of all bank charges and other fees
  3. Maintain an investment register
  4. Update accounting system on a timely basis with non-system generated Transactions:
    1. Payroll Cheques
    1. Bank Charges 
    1. Wire Transfer between accounts
    1. Markets and Car Park Deposits
  5. Prepare weekly bank balance reports
  6. Report discrepancies found reconciliation to supervisor in writing.
  7. Maintain files for all reconciliation done (both manual and system)
  8.  Perform any other duties that may be assigned by the Head of the Department or supervisor from time to time.

Salary range:               $1,550,136 – $2,084,761 per annum

Summary of Duties:

Under the general supervision of the Director, Finance & Budget, the incumbent will provide clerical assistance to the Accounting Technicians and Compliance Officers (Revenue) in keeping with the relevant policies, laws and regulations.

Qualifications and Experience:

Four (4) CXC subjects, including a numeric subject and English Language.

Specific Knowledge, Skills and Abilities:

  • Knowledge of Government Accounting principles, systems and practices

CORE RESPONSIBILITIES:

  1. Prepare all payment vouchers where invoices are received
  2. Maintain filing system for all: payment vouchers, disbursement signing sheets and manual receipts
  3. Prepare statement of accounts for suppliers when required
  4. Assist in the preparation of schedules and other reports
  5. Disbursement of payments to suppliers & contractors on a daily basis
  6. Sign payroll cheques including deductions and remit same to various institutions
  7. Record revenue cheques received in the department in the value book
  8. Assist in the checking and posting of receipts
  9. Perform any other duties assigned by the Supervisor or his/her designate

    1. Reconciling actual cash and cheques with daily reports
    1. Posting of all receipts processed by cashier on a daily basis.
    1. Compare with actual collection with budgeted and provide explanation for variances.
  2. Prepare revenue report for monthly finance meeting.
  3. Prepare monthly revenue report for the MLGCD, STATIN Etc.
  4. Reconcile collections for each month with revenue and commercial services unit that routed through these units.
  5. Clear miscellaneous revenue account each month.
  6. Maintain receivables listing
  7. Assist with the preparation of the budget each year
  8. Enter and post all manual receipts drawn by cashier.
  9. Enter and post all deposit done by the cashier.
  10. Perform any other duties that may be assigned by the Head of the Department or supervisor from time to time.

Applications are invited from suitably qualified persons to fill the post of Chief Revenue Collection Officer (FMG/PA2):-

Duties:

Under the direction of the Chief Financial Officer, the Chief Revenue Collection Officer is responsible for executing the following duties:

  1. Establishing policies, principles and methodology for the setting and amending of local rates, user fees and license fees to adequately finance the Council’s operations.
  2. Enhancing the Council’s revenue collection machinery and implementing more effective remedies and penalties to deal with non-compliance.
  3. Ensuring that the KSAMC has within its control, but subject to National Policy Guidelines, the means to generate adequate levels of revenue to finance their various services and operations, and to respond to the needs of the citizens of the municipality.
  4. Identifying sources from which local services can be financed, and the levels of income which have the potential to generate the required levels of funding.
  5. Obtaining the necessary approved policy directives for the designation of identified sources of revenue, and taking the necessary legislative and procedural action to facilitate implementation (eg. Loan Sourcing)
  6. Establishing guidelines for the consideration of Council regarding policies, principles and methodology for the setting and amending of local rates, user fees, licences fees to adequately finance KSAMC’s operations.
  7. Establishing and maintaining data base of all licences in the parishes of Kingston and St. Andrew.
  8. Receiving and expeditiously bringing to account, all monies payable to the KSAMC.
  9. Monitoring the revenue intake mechanisms and recommending what penalties are to be effected in cases of non-compliance and delinquencies.
  10. Reconciling and engaging in preparatory analysis of the accounts receivable.
  11. Conducting routine checks by monitoring the Cashier(s) to ensure the smooth flow of collection (of money), and that any errors are adjusted immediately and checking documents to make sure that payments correspond with official assessments
  12. Preparing monthly cash flow statements and quarterly funds flow and receivables statements
  13. Maintaining contact with the Inland Revenue Department, other relevant agencies and individuals in order to effect timely and accurate remittance of revenue collections to the KSAMC.
  14. Developing strategies/plans for improving collections and broadening the revenue base.
  15. Conducting out preliminary analysis of monthly reports of the Corporation receivables, and statements of planning and building approval fees.
  16. Conducting on the job training and offsite training in collaboration with the HRM Unit
  17. Maintaining a computerized training system to monitor the payment of fees, and taking action against delinquent persons
  18. In collaboration with the Information Management Specialist (EDP), ensuring the revenue accounting systems are constantly being reviewed with a view to effecting appropriate updates which will render the system more efficient and effective.
  19. Ensuring that all monies collected are brought to account
  20. Constantly liaising with the information Management and Documentation officer to ensure that the EDP Systems are compatible with efficient revenue collection and processing.

Performance Criteria

  • Projected annual revenue intake is realized.
  • Steps are taken to effectively address delinquent rate payers and other sources from which revenue is due to the Council.
  • The revenue related records are properly maintained in accordance with the provisions of the Local Government Financing and Financial Management Act and any other relevant Acts/Regulations governing the operations of the Council.
  • The Council is kept informed in a timely manner of the status of the revenue collection situation at all times
  • The revenue systems and procedures employed are the most efficient and effective available.

Qualifications and Experience:

  • Bachelor’s Degree in Accounting or Management Studies with Accounting from a recognized University or;
  • ACCA Level 2 or;
  • A.Sc.- Accounting from MIND along with the Diploma in Government Accounting or;
  • AAT Technician Stage (Level 4)
  • At least three (3) years experience at a senior managerial level in a similar field

  • Knowledge of the Laws and regulations relating to the Municipal Council and the Financial Administration and Audit Act;
  • Working knowledge of relevant computer systems and applications relating to the maintenance of financial control and accounting records.
